Punjab Govt Employees DA Case Update | High Court Issues Notice to Punjab Government in DA Case, Seeks Reply by October 27|

The Punjab and Haryana High Court today conducted an important hearing in the case related to the pending Dearness Allowance (DA) arrears of Punjab government employees and pensioners. Hearing a contempt of court petition filed over non-compliance with the court’s orders regarding DA, the High Court issued a notice to the Punjab Government and fixed October 27 as the date for the next hearing.

• It is worth mentioning that employee leader Nirmal Singh Dhanoa, through his lawyer Sunny Singla, had filed a contempt petition against the Punjab Government in the High Court. The petition alleged that the government had failed to comply with the court’s directions to release the DA of employees and pensioners within 15 days.

• Despite the court giving a relatively long date of October for the next hearing, August 31 is being considered the most important date in this matter. The High Court has directed the Punjab Government to file a Compliance Report by August 31, confirming whether the court’s orders have been implemented. Meanwhile, an important meeting between the Punjab Chief Minister and employee organisations is scheduled for August 27. There is speculation that the government may propose a formula to release the pending DA amount in installments in an attempt to reach an agreement with the employees.

• • Employee organisations have stated that since the DA matter is now under consideration by the court, they will primarily discuss the restoration of the Old Pension Scheme (OPS), regularisation of temporary and contractual employees, and demands of outsourced employees with the government during the August 27 meeting.
    It now remains to be seen what agreement is reached during the August 27 meeting and what response the Punjab Government files before the High Court on August 31.

• Employee organisations have maintained that the DA issue is already before the court. Therefore, during the August 27 meeting, they are expected to focus more strongly on other long-pending demands.
• These include:
• Restoration of the Old Pension Scheme (OPS).
  Regularisation of temporary and contractual employees.
  Resolution of issues concerning outsourced employees.
  Payment of pending financial benefits to employees and pensioners.
  Implementation of previously announced employee-related decisions.
